At least when decisions are made and fans raise concerns they listen take things on board and then come back with a suitable compromise that both the club and supporters are happy with. Other EFL clubs have accepted it and implemented it as its a safeguarding issue . Not a bad ploy though! Get people hooked onto the game and they will pay more in future and bring friends.
