And why quote the Premier league? it's obvious that they'd be a difference between leagues ! Can children go to football matches?
A child must be 14 years old or over to be able to attend a match unaccompanied. An under 14 child cannot attend on their own. They must have a responsible person aged 16 or over with them.
On the Man United & Liverpool sites it states:
You must be 16 years old to attend without an adult with you.
And on the Man City site:-
Club Stadium Rules There are a number of Club rules relating to children visiting the stadium: • Anyone under the age of 14 must be accompanied; • Anyone accompanying someone under the age of 14 must be 18 or over
So there is a slight difference in interpretation on this.

Those who know me know I drive my grandkids and my kids 100 miles up to Barrow to watch games on a regular basis. I'm the last person in the world not wanting to see kids supporting their local team.

Stockport have it stated on. their website amongst Terms and Conditions that any child under the age of 14 must be accompanied by an adult aged 18 or over. I dare say a number of other EFL clubs have similar in place.
It is a good idea. We have the Barrow AFC community Foundation the Official Charity of Barrow AFC who I believe had a stand in the fanzone yesterday. Perhaps your ideas is something they could look at.Im unsure who runs that side of the club.? And there was the difference – two killer passes that turned the game when it had looked as though we would never score – and so for that reason (as I say, with the benefit of hindsight) it's Sam Foley MOTM for me yesterday.

All I'm asking for is a command sense approach, I personally don't care what other clubs do !
For once let's do something for ourselves.
Create a new Junior Bluebirds Club.
Make it into a membership scheme.
Get them involved into the club's vision/ standard's
Send them newsletters give them an identity.
Your response seems to just say oh other clubs do this do that!
I think it's great what you do but let's look for Answers and for once let's show other clubs how to do this ,instead of taking the easy way out like other clubs have done!
There's a reason you couldn't find anything on the EFL website because it doesn't state anything specific.
