One what might sound silly question here. Have the Bolton board asked the Barrow board for permission to talk to Ian? I thought that was what is supposed to happen before any interview could take place

It is and because of the supposed nature of his contract, it means that if they give permission for him to speak to them it legally ties Bolton into agreeing to pay the specified amount in compensation if they were to go on to appoint him. With no wriggle room whatsoever.

These contracts often also include a disruption compensation fee which compensates the managers current club for the sort of uncertainty that there appears to be at Barrow in that its owner appears to be unable to come out and Say our manager is going nowhere because of that uncertainty which in effect amounts to a fee to be paid just to speak to their target.
