He's saying that despite Morecambe and Accy's size in relation to some of their competitors, they've managed to recruit well enough to stay competitive and in the latter's case progress in the EFL.

They appear to be well run football clubs.
Saw Accrington play Bolton just before the lockdown last season and they looked a very well organised team that made very few errors at the back! Seems to be the key to safety in the lower leagues.
